The UPA has decided that it does not want to fight out in the open with regards to the N deal until they have had the chance to take out a hugely populist budget. All involved parties had firmly painted themselves into their respective corners, and now are trying to tip-toe. India needs the nuclear deal more than the US needs it. We are a growing nation whose consumption of resources (along with China) is playing havoc with the world's prices of raw materials. People get easily scared when they realize that only a small fraction of India's infrastructure has been built, and how much material is required to sustain the growth of the economy, or for that matter bring up the quality of life. Power generation is a key factor, already the demand exeeds the supply without adding annual growth, and beyond a point oil and natural gas become scarily expensive, not to mention india's coal does not meet the quality cut. Hydro is becoming more and more improbable, and solar has miles to go before it is a viable form of mass electric production despite the exessive tropical sunshine. Answer is simple people: NUCLEAR, and the deal with America is the fastest way to get there. Now, if only the damned communists would stop trying to sell us out.
